SF Airlines Took the Lead in Passing the Complement Operation Qualification Certification of the Operation Risk Control System

 

With the help of Department of Flight Standards, CAAC Central & Southern China Regional Administration, and Shenzhen Regulatory Authority of the Civil Aviation Authority, SF Airlines Co., Ltd. (hereinafter referred to as SF Airlines) has successfully passed the complement operation qualification certification for the operation risk control system (hereinafter referred to as risk control system) on September 1, and has become the first aviation enterprise that completes the risk control system review in China. SF Airlines has entered a new era of system safety management using systematic methods from the system aspect. This indicates that the operation risk control of China's aviation has entered a higher level.

At present, airline enterprises adopt a more traditional way to collect the relevant operational information, assess the flight status, and make decisions on the operation process based on experience. SF Airlines adopts a quantitative risk evaluation model that automatically calculates the take-off and landing risks of each flight, so that the operation department can manage risks and severity of each flight in a comprehensive manner, proactively control operational and control risks of flights, and make decisions on scientific and systematic flight operation.

This complement review is carried out in strict accordance with the standards for operation qualification review stages. In the review kick-off meeting on August 30, the review team carefully listened to the introduction of SF Airlines system construction, considered and accepted the application for the complement operation qualification certification for the operational control risk control system, and clarified the work schedule. Then, the review team conducted a comprehensive inspection on the operational control risk control system of SF Airlines through document review, seat observation, record inspection, and case simulation according to the review plan in three and a half days. On September 1, on the sum-up meeting, the review team informed the review suggestions related to the document inspection and demonstration verification stages, and made recommendations for improvement. Mr. Wang Yusong, Deputy Director of Shenzhen Regulatory Authority concluded that the operational control risk control system of SF Airlines is in line with the relevant requirements of Shenzhen Regulatory Authority, and made recommendations for further system improvements, on behalf of the review team. In addition, Wang Yusong said that Shenzhen Regulatory Authority, as the first Regulatory Authority implementing the complement review of the operational control risk control system, will provide valuable references for the risk control system construction of civil aviation.

As the first civil aviation enterprise attending the operational control risk control system review, this review has been highly concerned by the industry. Yang Honghai and TuWeijun provided guidance with their presence, CAAC Central & Southern China Regional Administration assigned representatives to provide guidance, and other departments such as the Southwest Regional Administration, Hubei Regulatory Authority, Dalian Regulatory Authority, Shenzhen Airport, Shenzhen Airlines, Donghai Airlines, and Uni-top Airlines also assigned staff to observe the entire review process. Yang Honghai congratulated SF Airlines on the successful certification of the complement review of the operational control risk control system, as the first civil aviation carrier in China, and gave a positive affirmation to the solid and meticulous guidance provided by CAAC Central & Southern China Regional Administration and Shenzhen Regulatory Authority. He further pointed out that the complement review of the operational control risk control systems of more than 40 transport airlines enterprises will be fully carried out after SF Airlines completes the complement review.

Since the official initiation of the risk control system project at the end of 2015, SF Airlines attaches great importance to the basic safe operation and management capacity building, and sets up a project team with functional department heads, led by the company chairman. The project team and the relevant departments closely cooperate with each other in the system construction and trial operation processes, continue to deepen the understanding of operational control risk control, fully master the means, technologies, and methods of risk control system construction, and lay a solid foundation for the official operation of the risk control system. Shenzhen Regulatory Authority of Civil Aviation has actively participated in the project construction process, guide the company to develop project plans in accordance with the project management approach, effectively control the project risks, steadily carry out the trial operation, and ensure that the risk control system construction is implemented in an orderly manner.

With the purposes of "valuating risks, improving operation efficiency, and enhancing safety", the risk control system well adopts application big data and information technologies, which help the airlines enterprises to achieve visualization, closed-loop security management, operation data integration, and standardization and efficiency of the decision-making process, and manage potential security risks from the risk sources. The certification of SF's risk control system means that a new airlines operation and control mode is rooted in China's civil aviation, but also marks the cutting-edge safety management capability of China's civil aviation in the big data era. This certification provides a new impetus and practice for the overall "12334" overall civil aviation reform.
